There's an end-of-year buzz in the air as the new League of Legends patch is on the horizon! LoL patch 13.23 is the penultimate patch of the year, bringing a host of champion balance changes, updates to turret gold, and even some new bee skins for the shop.
The last patch, 13.22, was quiet with changes, but patch 13.23 will breathe new life into certain champions like Riven and Trundle. According to the early patch preview, there will be four buffs and five nerfs as Riot Games sets the tone for 2024.

According to Riot's official patch schedule, League of Legends patch 13.23 will go live on Tuesday, November 21, 2023. League patch 13.23 will be rolled out steadily across the day according to different server timezones, beginning with the Oceanic server at around 10 AM AEST.

Like every new patch release, several hours of server downtime will occur. While this happens, all matchmaking and competitive queues will be disabled around three hours before the latest patch goes live on servers.
In preparation for Season 14 and the upcoming year, Riot Games has many changes coming with League of Legends patch 13.23. After his impressive performance and pick rates in LoL Worlds 2023, K'Sante is getting another round of tweaks after his recent rework and Q mana cost changes.
New champions are a balancing nightmare, as Briar and Naafiri are getting nerfed. Briar is receiving nerfs to her early fighting power and overall scaling. Naafiri also has "a bit too much throughput" with her packmates and as such, Riot are reducing their strength.
According to Riot Phroxzon, Vel'Koz is getting a buff to his "core gameplay loop." Elise, the Spider Queen, will also get some small quality-of-life changes. To name these few improvements, her Human E now reveals stealthed targets, spider E grants buff after descending, and spiderling dash speed when spider Q'ing targets increased by 20%.

League of Legends patch 13.23 has no item changes or alterations to Summoner Spells or the Jungle. However, players can look forward to changes with turret Gold, awarding more local Gold to players split-pushing turrets solo. These changes also apply to Inhibitor Tower gold.
Certain champions like Yuumi and Samira are being adjusted so they can't take specific runes due to them being "broken," like players abusing the trigger on hit effects.
