There will be five champion nerfs, seven champion adjustments, and just three champion buffs, showing Riot's dedication to bringing balance to the LoL meta. This update will continue to improve the balance of ADCs, tweak AP items, change up Boots, and adjust a myriad of crucial items.

According to Riot Games' official patch timetable for 2024 and Season 14, League of Legends patch 14.15 will officially become live on Wednesday, July 31, 2024, after being on the Public Beta Environment (PBE).
As always, League patch 14.15 will be introduced gradually to accommodate different time zones and global servers. The rollout begins in the Southern Hemisphere with the Oceanic server at approximately 10 AM AEST, with other servers slowly receiving the new patch throughout the day.
There will be a brief downtime of a few hours when patching begins as Riot Games implements the latest update and patch notes. This means no matchmaking queues or ranked games when patching begins.

League of Legends patch 14.15 will significantly shift the MOBA's meta in a different direction once the new update goes live. Riot Games has noticed that many players prioritize buying defensive boots as their first time of choice, making mirror matches in lane near-deathless. To push League players towards more "intuitive item decisions," developers are tweaking health values and resistances on specific boots.
Riot Games is also re-evaluating the ADC ecosystem after recent patches have been designed to "bring ADC's early game down" in the League patch notes 14.15. The balance team will be nerfing key items Kraken Slayer, Statik Shiv, and Keystone Rune Fleet Footwork to reduce early-game healing.

To combat queue sniping and multiple queue declines, developers are changing how many times players can decline a queue. If players decline the queue too many times after League of Legends patch 14.15, they will be locked out of matchmaking temporarily.
If you're a repeat queue decliner, your lockout timer will be extended. These new changes should hopefully minimize disruptive behavior and make queue timers more reasonable.
